Inland Wetlands Commission Meeting
Wednesday, July 17th

The Stratford INLAND WETLANDS COMMISSION conducted a Public Hearing and Regular Meeting on Wednesday July 17, 2024 in Council Chambers pursuant to notice duly given and posted.

Public Hearing

Proposed Modification to the Inland Wetlands and Watercourses Regulations. Applicant: Blue Bird Prestige, Inc. c/p Attorney Steven Belis – Attorney Belis, representing petitioner, reviewed his suggestions to Wetland regulations as follows:

  • 2.26 – delete – put in regulation of activity
  • 2.37 – Guidelines is that if there is going to be a significant impact
  • 6.2 – Remove “regulated setback area”
  • 10.2 – Suggested copy state statute as standard for decisions
  • 11.6 – Under Connecticut State Statutes permit deadline is now ten (10) years
  • 11.7 – Permits should be able to be transferred
  • 11.8 – Performance Bonds
  • Section 13 – 8-2g1 of State Statute soil and erosion bonds to be issued by Planning and Zoning Commission
  • Section 15.3 – Penalties – use 22A-42A

If findings of significant impact alternatives should be given. If no significant impact there should be no alternatives. He noted if amended, notice will be given in newspaper and to DEEP.  Mr. J. Koripsky made a motion to continue this hearing. The motion was seconded by Mr. Waite. The motion carried unanimously.

Motion to Continue approved.

New Business –  Resolution of Approval: Construction of an eleven (11) Unit residential housing complex. Address: 170 Oronoque Lane. Assessor’s Map Reference: Map 50.20, Block 3, Lot 9. Applicant: Blue Bird Prestige

Attorney Belis, representing petitioner, distributed “Application to Modify Permit” as follows:

  • Modify paragraph #1 to state site plans revised date 1/23/2024
  • #2 is no longer needed
  • Remove in Paragraph #3 “The bond will cover all permitted regulated and required activities associated with the site plan”
  • Paragraph #7 – the Performance Bond for soil and erosion shall be $98,895 cash bond
  • Modify paragraph 10g “No blasting” until an application is submitted and approved by the Fire Marshall

He noted there is a signed agreement from Town.

Mr. Waite made a motion to approve resolution of modification. The motion was seconded by Mr. Pia. The motion carried unanimously.

Staff Report – Attorney Meyers, representing 400 Keating Drive submitted photographs and cost of plantings. It is noted that Ms. Kerrigan will take care of this issue administratively.

Commissioners Forum: Discussed fines – Ms. Kerrigan will provide fine structure from other towns
