Economic and Community Development Monthly Update: February 2025

Stratford Army Engine Plant (former Avco Plant) – The contractor is fully engaged in remediating the buildings for demolition. The Army will be visiting the site in early April and will meet with PSR (the developer) and their contractors, EPA and CT DEEP, along with Mayor Hoydick and Economic Development.

The Army is in the process of obtaining approval for the 100% design of the Tidal Flats Project. The goal is to start work in April. Once the contractor begins, the project should take no longer than 18 months to complete. The contractor, Intec, has already begun mobilizing equipment on the property. Greenway Phase III – The Planning & Zoning Office, along with Engineering, Economic Development and the Mayor’s Office, interviewed finalists for the engineered designs for the third extension of the Greenway Trail. The project will accommodate both cyclists and pedestrians along the Route 130 portion of Ferry Boulevard (between Elm Street and the Devon Bridge).

Former Center School Property (1000 East Broadway)

The Romano Brothers Builders are finalizing their contract with the Town of Stratford for the construction of a housing complex at the former Center School Property. The Town has agreed to sell the 3+ acres of property to Romano Brothers for approximately $1.69M.

Contract Plating (540 Longbrook Avenue) – The Fuel Cell Project was on the agenda for the January 29th Zoning Meeting; however, the representative for Doosan was not present, so the Zoning Commission moved the Fuel Cell Project to the February 26th meeting agenda. The fuel cells will be gas-powered and will generate electricity, helping to support a decentralized power grid. They will be arranged in a fenced- in area in the southwest corner of the property. The Town Council approved a DECD grant which will provide $473K in supplemental funding to cover 1. Phase III, a remediation cost estimate, and 2. completion of the fuel cell preparation work.

Parkway Plaza (behind Ryder’s Landing) – Phase II of the new development will be boutique waterfront hotel and the last Phase will consist of a mixed-use building with a restaurant, along with an additional restaurant.

Raymark Superfund Clean-up – The excavation is completed along the Ferry Boulevard Corridor. The next area scheduled for cleanup is 576 Ferry Blvd. and Shore Road (once EPA funds are approved).

Stratford Performing Arts Complex

The architectural firm, Svigals, and the State Historic Preservation Office (SHPO), have met and agreed on the historic details for the restoration of the Benjamin Nichols House. Svigals can now move forward with an initial design for both the restoration and the addition to the house.

Complete Streets Phase II – Will run along Main Street from the Main/Barnum intersection up through Paradise Green to Windsor Avenue. The project is currently in the 60% design phase. There has been outreach to gather input and feedback from landlords, businesses and residents.

Infrastructure Improvements

Devon Railroad Bridge – Spanning Stratford and Milford and running across the Housatonic River, this important transportation link is slated for rehabilitation this summer. Eighty-percent of the estimated $110M cost will be paid with federal funds, with the State of CT paying the remainder. According to a DOT press release, “No right-of-way impacts are anticipated and the surrounding properties will experience minimal to no impact.”

Barnum Avenue Cut-off Bridge – Located at the intersection of Barnum Avenue Cut-off and Longbrook Avenue, this bridge runs over the Metro North Rail. Through this DOT project, the bridge will be raised and sidewalks will be added, improving the safety and walkability of this area. The project is planned to begin in April 2025.

Stratford Avenue/Honeyspot Road Roundabout – Working with the DOT on this project, the goal is

to create safer traffic patterns and a more pedestrian-friendly, well-lit, attractive streetscape. The project should begin in the fall of 2025.

The Town of Stratford video series — located on the Stratford Economic and Community Development YouTube Channel – is promoted throughout the year.

Stratford Museums Committee

Under the leadership of the Stratford Historical Society, plans are being made for America 250 – Stratford, a celebration of our country’s 250th birthday. A community kick-off meeting of civic organizations took place on October 9th. More to come in 2025! For those interested, a Facebook page has been created: America 250 Stratford
